INDUSTRY NOTICE #12-12

PAINTING YOUR APPLE GREEN BORO TAXI

The New York City Taxi and Limousine Commission (TLC) announced on May 2, 2012 the specified codes for the official color selected for the Boro Taxis that will be permitted to provide street hail service to the Bronx, Brooklyn, Queens, Staten Island and northern Manhattan. The color, as announced by Mayor Michael Bloomberg on April 29, is Apple Green,
and the codes are:

Dupont: GS028

PPG: 502757

These codes, which will be available to all vehicle painting businesses, are all that is necessary for a perfect color match for Boro Taxi vehicles.

Starting on May 29, 2012, the TLC will begin accepting requests for appointments to file an application for the 6,000 permits that will be available this year through our web site: www.nyc.gov/taxi. 1,200 of the appointments will be for wheelchair accessible vehicles. An additional 6,000 permits will be sold next year, and a third final batch of 6,000 will
follow the year after that.

We encourage people interested in the new service to sign up for e-mail updates on the TLC web site (www.nyc.gov/taxi), and/or to call 311 which will assist prospective applicants in filling out the appointment request form as of May 29.

INDUSTRY NOTICE #12-13

IMPORTANT REMINDER: MEDALLION OWNERS WILL RECEIVE ACCESSIBLE DISPATCH PAYMENT INVOICES FROM TRANSPORTATION GENERAL, INC./METRO TAXI

In December of last year, the New York City Taxi and Limousine Commission (TLC) voted unanimously to revise current taxicab accessibility regulations. This included creating an accessible dispatch program to provide on-demand service to passengers who use wheelchairs. The service will be funded by an annual payment from all medallion owners. To be clear, financial participation in this system is not limited to the owners of current wheelchair accessible taxicabs. The selected dispatch provider, Metro Taxi, will collect the fee – $98 per medallion annually – and will be responsible for dispatching accessible yellow medallion taxicabs in Manhattan.

All medallion owners will soon be receiving an invoice directly from Transportation General, Inc., or their alternative business title Metro Taxi. We strongly urge that the payment be made on or before the due date as required by Metro Taxi so that we can ensure the best possible taxicab service to all New Yorkers.

To clarify, payment of this amount in a timely manner is mandatory. Failure to comply with this requirement is punishable by a $1000 TLC fine and suspension of the medallion for each instance of non-compliance.

Please make your payment to Transportation General, Inc. and not to the TLC. The TLC will not accept checks from Medallion Owners for the dispatching fund. As explained in the invoice, payments should be addressed to:

Transportation General
65 Industry Drive
P.O. Box 26094
West Haven, CT 06516

The recently passed rules that pertain to this dispatch service may be found on the TLC’s website at:

http://www.nyc.gov/html/tlc/html/news/regulations_new.shtml

Beyond making this annual payment, the operators of accessible medallion taxicabs will receive separate instructions about their participation in this program.

All questions and inquiries pertaining to the accessible dispatch rules, the dispatch program, or the required payment should be sent to accessibledispatch@tlc.nyc.gov

INDUSTRY NOTICE #12-15

IMPORTANT: TLC TO COLLECT COMMERCIAL MOTOR VEHICLE TAX

The New York City Taxi and Limousine Commission (TLC) wishes to notify medallion owners that, until such time as the Commercial Motor Vehicle Tax (CMVT) billing and collection function is transferred back to the NYC Department of Finance, the TLC will continue to collect the tax as part of the medallion renewal process.

Medallion owners should be aware that they either have received or will be receiving medallion renewal packages that include an invoice for the CMVT in the amount of $2,000 which will cover each medallion for the entirety of the TLC’s two-year licensing period. An additional interim billing for Medallion Licenses that expire in 2013 in the amount of $1,000 was also recently mailed. This is for the current 2012 Tax Year and should be paid to the TLC.

It is requested that all medallion owners follow all instructions included in their renewal packages or interim billing notice for payment of the CMVT as well as for all other necessary processes related to medallion renewal.

Any questions on this or other TLC related matters may be directed to the TLC Call Center via the City’s 311 Government Services Hotline.

INDUSTRY NOTICE #12-16

IMPORTANT UPDATE AND CLARIFICATION: COMMERCIAL MOTOR VEHICLE TAX OPTIONS

The New York City Taxi and Limousine Commission (TLC) wishes to notify medallion owners of the intention to transfer the billing and collection of the Commercial Motor Vehicle Tax (CMVT) back to the Department of Finance (DOF). The Department of Finance will return to the semiannual collection of the tax as has been done in the past.

Until such transfer takes place, medallion owners can either:

  1. pay the TLC for the Commercial Motor Vehicle Tax; or

  2. wait to pay the tax until the function returns to the Department of Finance. There is no specific timetable for when the DOF may issue new bills for this period.

All two year medallion license renewal fees and inspection fees for those medallions up for renewal that have already been billed must still be paid in full to the TLC.
