2014 NISSAN NV200 TAXI IS AN APPROVED VEHICLE FOR UNRESTRICTED MEDALLION OWNERS

In light of recent litigation, the New York City Taxi and Limousine Commission (TLC) clarifies for unrestricted medallion owners that the 2014 Nissan NV200 Taxi meets the requirements for hack-up as specified in TLC Rules Chapter 67 and can be put into service as a taxicab.

NOTICE OF MEDALLION SALE

The New York City Taxi & Limousine Commission (TLC) wishes to announce that 200 Accessible Minifleet Medallions will be offered for sale, in lots of two, through the receipt of sealed competitive bids. The bid auction will take place at 9 am on November 14th, 2013.

The TLC will receive bids in person on November 7, 8, 12, and 13, 2013 from 9:00 am through 12:00 Noon at its offices at 33 Beaver Street, 19th Floor, New York, NY 10004.

The amount of each bid is unknown until the public opening of bids during the auction. The auction will be completed by competitive sealed bid. Those who offer to pay the highest price(s) will win the medallion(s).

These bids will be publicly opened on November 14, 2013, commencing at 9:00 am at the Tribeca Performing Arts Center, Borough of Manhattan Community College, 199 Chambers Street, New York, NY 10007 and will end once all bid packages are opened and processed. Submitted bid packages will be opened in numerical order (AM-001, 002, 003 and so on). Bidders do not have to be in attendance to win. TLC's offices and the auction facility are wheelchair accessible.

  • All interested bidders must submit their sealed bids on November 7, 8, 12, or 13, 2013 between the hours of 9:00 am and 12:00 Noon at the NYC TLC, 33 Beaver Street, 19th Floor, New York, NY 10004

  • All bid packages must be delivered by hand. Please be prepared to present an ID to enter 33 Beaver Street.

  • Bids will not be accepted by mail.

  • The deadline to submit bid packages is 12:00 Noon on Wednesday, November 13, 2013. There will be no exemptions.

  • All 200 medallions (or 100 lots) included in this auction have been set aside for use with wheelchair accessible vehicles.

  • The ten highest non-winning bids will be held for Reserve Status.

  • The minimum upset price for Accessible Minifleet Medallions is $850,000 per medallion, or $1,700,000 per lot. For each auction, the Chairperson sets a minimum price also known as an "upset" price for medallion bids.
    Bid packages, including required forms and auction related items will be available:

  • at all TLC facilities (Beaver Street, Long Island City, Woodside and Staten Island)

  • from TLC licensed brokers and agents

  • by contacting 311

  • on the TLC's Medallion Auction website


A copy of the November 14, 2013 Official Bid Form is located on the TLC's Medallion Auction website. Be sure that all required fields of the Official Bid Form have been filled out properly. No bid amounts ending in fractional cents per medallion will be accepted so be sure that the cents portion of your bid amount ends with an even digit.

Bids must be submitted using the Bid Submission Form (cover sheet of the NYC Medallion Auction envelope) located in the bid packages referenced above or by attaching the Bid Submission Form to a 9" x 12" envelope. Be sure to include the following items:

  • Bidder's full name
  • Address
  • Phone number
  • Date of auction
  • Type of bid
  • Full name of licensed lender issuing commitment letter


Be sure that the required information on the Bid Submission Form matches the Bid Form itself. Additionally, each bid must include the following:

  1. A certified check or money order payable to the New York City Taxi and Limousine Commission. For one lot of Minifleet Accessible medallions the check must be for the amount of $10,000 ($5,000 per medallion). All deposits of winning bidders will count toward the sale price.

    The reasonable return of all non-winning bid deposits will be pursued. Please note, however, that the TLC will only attempt to return bid deposits via Certified mail to the address located on the bids on two (2) separate occasions. If the TLC's Certified mail attempts are unsuccessful, the bidder forfeits his/her deposit and the TLC maintains the right to keep such deposits.


  2. A letter of commitment for no less than eighty percent (80%) of the bid amount issued by:

    • a bank or credit union licensed to do business in the State of New York,

    • other lender licensed by the State of New York or the Federal Government.

Minimum Bid Price

The Minimum Upset Price is the minimum amount that will be considered valid. The highest valid bids will be named apparent winners. Any bids below the Minimum Upset Price will be rejected as being non-responsive.

New York City Taxi and Limousine Commission (TLC) Commissioner will determined the Minimum Upset Price at least ten (10) days before Bid Collection begins.


Commitment Letters

Persons interested in bidding in the upcoming auctions for taxicab medallions are reminded that responsive bids MUST include a commitment letter.
The commitment letter must:

  • Be in an amount not less than 80 % of the bid amount. If any bid is received with a commitment letter in an amount less than 80% of the bid amount, the bid will be rejected at the opening as non-responsive.


  • Be from a bank or credit union licensed to do business in the State of New York or other lender licensed by the State of New York or Federal Government.

    • Any commitment letter from any entity that does not include in its name "bank:" or "credit union" will be presumed not to be a licensed lender UNLESS evidence of licensure is included with the commitment letter. If a bid is received with a commitment letter from a non-bank or credit union entity without evidence of licensure the bid will be rejected at the opening as non-responsive.

Winning bidders will be notified by Certified mail, and a list will be published in the City Record as well as on the TLC website. The letter received by winning bidders will provide further instruction on the requirements of the closing process.

The auction is open to the public. Everyone will be asked to present valid Identification to enter. Security will be provided by CUNY Police. Only bidders or their representatives will be allowed into the bid collection area. Everyone will be asked to present valid Identification to submit a bid and to enter 33 Beaver Street.

UPDATE ON MEDALLION TAXICAB DRIVER HEALTHCARE SERVICES FEE

The New York City Taxi and Limousine Commission (TLC) reminds all medallion taxicab drivers that, as set forth in Industry Notice #13-36, it has authorized the collection of a $0.06 per trip fee to go towards the provision of disability insurance and healthcare navigation services for eligible drivers, and collection of this fee commenced on October 1, 2013.

In February 2013, the TLC released a Request for Proposals (RFP) to procure the disability insurance and healthcare navigation services for eligible drivers. A respondent to the RFP has been selected, and the TLC is currently negotiating with this entity to finalize a contract for the requested services. This respondent is anticipated to start providing healthcare navigation services on or around November 18, 2013. The TLC will issue another update once these services are available.

The selected respondent will assist medallion taxicab drivers in understanding and choosing among the health insurance options available under the federal Affordable Care Act (Obamacare). This law requires that, in order to avoid federal income tax penalties, all individuals must have health insurance by March 31, 2014.
