Enhanced Bonus for Accessible Dispatch Drivers
The New York City Taxi and Limousine Commission (TLC) is pleased to announce that the Driver Dispatch Fee, or "deadhead" payment, for Accessible Dispatch taxi trips has increased as of November 22, 2015.
Per rules (§58-03) adopted by the Commission in October 2015, drivers will now receive from $10-$30 per Accessible Dispatch trip instead of $6-$15 per trip. Please note, drivers will continue to receive dispatch/deadhead fee payments from Metro Taxi, the Accessible Taxi Dispatcher, as they did before.

REQUIRED WHEELCHAIR ACCESSIBILITY STICKER CHANGES FOR TLC-LICENSED VEHICLES
The New York City Taxi and Limousine Commission (TLC) is informing licensees about an updated marking requirement for all Wheelchair Accessible TLC-licensed vehicles. This new marking is now available at TLC approved print shops. A list of TLC approved print shops can be found at http://www.nyc.gov/html/tlc/downloads/pdf/tlc_authorized_printers.pdf.
All Wheelchair Accessible TLC licensed vehicles are required to display the new Accessible marking. Please see the graphic below. This image is required by New York State Executive Law § 101. Each licensee that installs an Accessible marking must use the new Accessible marking. All TLC licensed vehicles must be in compliance with this requirement by March 1, 2016.

Med/FHV License
To increase room for mobility between sectors, income opportunities for drivers and to decrease administrative burdens, the TLC is transitioning to a combined Med/FHV license.
For Existing Medallion Drivers
For existing medallion drivers, upon your renewal you will automatically receive a Med/FHV license that will serve as the appropriate credentials whether you are driving a medallion or an FHV.
For new Medallion drivers
For new Medallion drivers, your new license will be a Med/FHV license.
For Experienced FHV Drivers
Experienced For-Hire Vehicle (FHV) drivers who have held a license since December 1, 2013 or longer, you are also now eligible to request a Med/FHV license through a testing procedure that will be available in early 2016.
1. Process Before Med/FHV Test is Available
Step 1: Identify the drivers who are interested in a Med/FHV license by sending the TLC a list with the following information for each driver:
ii. Proficient in English;
iii. Fully understand the fare and refusal rules.
Step 2: The TLC will review the certification and the FHV driver's TLC history.
Step 3: If the FHV driver passes the TLC check, the driver will be given a conditional Med/FHV license until the Med/FHV license test is made available in early 2016. Drivers in this category will be given 60 days from the introduction of the test to successfully pass it and thereby receive a permanent Med/FHV license. An Industry Notice will be published when the test is made available in early 2016.
2. Process After Med/FHV Test is Available
Once the Med/FHV license test is available, FHV drivers who qualify will be required to complete the test in order to receive a permanent Med/FHV license to drive a yellow taxi and will not require certification by an Agent or Medallion Owner.

TLC DELAYS IMPLEMENTATION OF CRASH TEST REQUIREMENT FOR TAXICAB MODELS
Taxi and Limousine Commission ("TLC") Rule 67-04(b) provides that any model currently approved for use as a Taxicab and all Taxicab Candidates must be crash tested no later than December 31, 2014 with a partition installed. TLC will postpone by one additional year the crash test requirement while considering supplementing or amending the rule to facilitate general compliance.
Note: the crash test requirement will NOT apply to any vehicle Hacked-Up as a Taxicab prior to December 31, 2016.
