INDUSTRY NOTICE #14-43 IMPORTANT NOTICE REGARDING UPCOMING TAXICAB AND SHL IMPROVEMENT SURCHARGESOn April 30, 2014, the Taxi and Limousine Commission (TLC) adopted rules requiring a $0.30 per ride surcharge on Taxicab and Street Hail Livery (SHL) hail trips starting on January 1, 2015. These surcharges will be placed into the Taxicab Improvement and SHL Improvement Funds for the Taxicab and SHL industries. Initially, the funds seek to make it easier for customers in wheelchairs to get an accessible taxi and/or accessible SHL. The funds seek to increase the number of wheelchair accessible taxis and SHLs on the road in New York City and offset operating costs for drivers operating these wheelchair accessible vehicles. All medallion taxicab and Street Hail Livery vehicle owners need to ensure that their in-vehicle equipment receives the necessary update for the $0.30 Improvement Surcharge starting on January 1, 2015. Vehicle owners will be able to receive the updates to their TPEP and LPEP to add the Improvement Surcharge wirelessly as a normal update to their TPEP and LPEP equipment. If there are any problems making the update to your vehicle’s TPEP or LPEP equipment, your TPEP or LPEP Provider will contact you directly to provide instructions on how to get your equipment updated. Unless instructed otherwise by your TPEP or LPEP Provider, you will not need to visit a meter shop to receive these updates.
INDUSTRY NOTICE #14-44 REQUIRED DECAL AND STICKER CHANGES FOR TLC-LICENSED VEHICLESThe New York City Taxi and Limousine Commission (TLC) wishes to inform its licensees about two new marking requirements for TLC licensed vehicles. These markings are now available at TLC approved print shops. A list of TLC approved print shops can be found at: http://www.nyc.gov/html/tlc/downloads/pdf/tlc_authorized_printers.pdf. All TLC licensed vehicles will now be required to include a Turning Safety Reminder Sticker centered on the front windshield behind the rearview mirror. See image on following page. This sticker requirement is part of the Vision Zero Action Plan to eliminate traffic fatalities. All TLC licensed vehicles must be in compliance with this requirement by January 24, 2015. All Boro Taxi vehicles will now be required to include No Hail Zone markings on both rear doors. This marking must be below the “Metered Fare” decal. See below graphic for required alignment. New and existing Boro Taxis must be in compliance with this new requirement by their next scheduled inspection appointment on or after December 15, 2014. In addition to the above requirements, all TLC licensed vehicles will have the option to display a Vision Zero sticker on the vehicle’s rear bumper See image on following page. INDUSTRY NOTICE #14-45 TLC REMINDS DRIVER LICENSEES OF PROPER OPERATION IN BUS LANESThe New York City Taxi and Limousine Commission (TLC) wishes to remind all TLC licensed drivers that they are permitted to pick up and drop off passengers at the Drivers must not pick up or drop off passengers in the center of bus lanes when providing passenger service. Make sure your vehicle is stopped as close to the curb as possible. Drivers who are picking up or dropping off passengers in the center of the bus lane will be subject to a violation by New York City Police Department (NYPD) or Department of Transportation (DOT). Fines for driving, parking, or standing in a designated bus lane during hours of operation range, upon conviction, from $115 to $150. Fine amounts are set pursuant to Title 34 Section 4-12(m) of the NYC Administrative Code and the NYC DOT.
